Avoid Escolas Gerais and the tram line — a proposal in a working street is a proposal someone has to step out of the road for.
The best time in Lisbon
Sunrise for the viewpoint, which in summer means being there before seven and in winter a more civilised start. The best months are October and November: low light, cool air and very few people. Spring mornings in February and March are empty but less predictable, so leave a spare day. If you can only do it in July, do not let the plan drift later than the first hour — by nine the place is full. The Praça do Comércio option works any month, as long as you stick to the short window after the sun goes down.

How do I get my partner to a lookout at dawn without arousing suspicion?
People use a sunrise walk they have talked about for days, coffee and a pastry up the hill, or a jet-lagged early start that was going to happen anyway. If none of those would be believed, switch to the evening by the river: a stroll after dinner needs no explanation at all. Choose the cover story your partner will not question, and tell the photographer which one it is, so they know which direction you will be arriving from.
Will you scout the spot before the day?
Yes. The exact place you stand, where the photographer waits and the minute it happens are worked out beforehand, so on the morning nobody improvises. You receive the plan the day before, with a fallback position in case someone else has claimed the same corner of the wall.
Can you hide the photographer completely?
Better to hide them in plain sight. At dawn on a Lisbon lookout, someone with a long lens pointed at the rooftops looks exactly like what they appear to be — an early riser photographing the city. A person crouched behind a bin attracts far more attention. They will not glance your way until the agreed minute, and they keep shooting the skyline in between, so nothing looks staged when you walk past them.
